As a part of its ongoing work to strengthen constitutionalism, Niti assessed the relationship between constitutional bodies and parliaments at the national and subnational level. The relationship between Nepal’s constitutional bodies and the Federal Parliament and Provincial Assemblies is crucial for accountable governance and advancing the 2015 Constitution’s broader governance objectives. This Niti Note explores the legal reporting obligations of constitutional bodies and their engagement with legislatures across the federation. Mechanisms for engagement foster reciprocal accountability for constitutional bodies who are mandated to hold other state bodies accountable while being accountable to parliament themselves. Focusing on the submission, discussion, and implementation of reports by constitutional bodies within legislative processes, this Note offers strategic recommendations for constitutional bodies and legislatures.
