Law Enforcement in Federal Nepal

Empowered and functional provincial law enforcement bodies are imperative to realizing the constitutional aspirations of devolved governance in Nepal, particularly in public security and disaster management. Article 57 and 268 of the Constitution requires the federalization of law-and-order agencies, and provincial governments are in the process of establishing provincial police forces and provincial investigation bureaus. Nepal Police will be restructured into one federal police organisation and seven provincial police organizations.

In this context, newly formed provinces require significant support to strategize the establishment of fresh law enforcement architecture that can position police services as the vanguard of transformed public services in federal Nepal. In addition to legal and regulatory scaffolding for law enforcement, provincial leadership need to consider customized policing approaches for different geographies, socioeconomic communities, human resource management, training facilities and curricula, interprovincial protocols, and federal requirements for public security.
